EURid is a non-profit company, registered in Belgium and is structured as a membership organisation. Our articles of association describe how the organisation is governed.
EURid’s principle governance structures are its members represented in the Strategic Committee. The members elect the Board of Directors, which in turn oversees EURid’s management team and operations.
The European Commission appointed EURid to manage the .eu top-level domain and its variants in other languages in 2003. Core aspects of its governance and public policy rules are set out in primary legislation (most recently, Regulation 2019/517), which are closely overseen by the European Commission. The Commission has the ultimate power to define principles for the implementation of the .eu TLD (including establishing eligibility criteria for the registration of .eu domain names), designation of the registry, and oversight of the registry.
Membership
Any non-commercial organisation with a pan-European stakeholder interest in the Internet may become a member of EURid.
Current members include Euroconsumers, Business Europe, eCommerce Europe, SME united, Interactive Advertising Bureau, ECTA, the Council of European Professional Informatics Societies (CEPIS), and several non-profit European domain name registries.
Together, the members form EURid’s General Assembly. The General Assembly exercises the usual corporate governance responsibilities, including the power to appoint and dismiss board directors, including the Chair and vice-Chair, as well as the company’s auditors. Each member has one vote in the general assembly.
The Board can appoint up to three independent members.
Board of Directors
The Board of Directors is the body that has ultimate legal responsibility for EURid. The Board consists of minimum of three individual directors, and a maximum of seven directors. The Board can have a maximum of two independent members.
The Board appoints the Chair and vice-Chair of EURid among its members.
The General Manager is not a member of the Board. He participates in the meetings of the Board along with other members of the management team as required.
Board directors are drawn from EURid’s membership. Each member can nominate one candidate from their own organisation. The mandate of a board director is a renewable term of up to four years.
The board meets at least four times a year, and has established policies to manage conflicts of interest, corporate governance and confidentiality.

Strategic Committee
The Strategic Committee is a multi-stakeholder group that advises the Board and management team on strategic issues relating to the management, organisation and administration of the .eu TLD, including issues relating to cybersecurity and data protection.
It also provides advice on its policies and the successful promotion of European values. The Committee is comprised of the Board, members and independent stakeholders.
The Strategic Committee comprises one representative of each member, and a maximum of three independent candidates. Board members automatically become members of the Strategic Committee.
Sandra Hoferichter is the Secretary General of the European Dialogue on Internet Governance (EuroDIG), the European IGF. As a board member of Medienstadt Leipzig e.V., a German non-profit organisation, she became involved in Internet Governance matters in 2006 by coordinating inter alia, the European Summer School on Internet Governance (EuroSSIG), ICANN Studienkreis, and experts meetings on the Internet of Things. Sandra holds a degree in Architecture from the Leipzig University of Applied Sciences (HTWK) and was working as a self-employed Architect from 1997‐2011.
Since October 2009 at BusinessEurope, Pedro Oliveira is Director for Legal Affairs. Beyond leading the department, he deals with consumer affairs, access to justice, company law and corporate governance. Currently Pedro is also leading ad interim BusinessEurope’s Internal Market Department which amongst others, works on issues ranging from Digital Economy to Transport and Better Regulation. He has been a member of different European Commission expert/stakeholder groups on online dispute resolution, European contract law and comparison tools. Before joining BusinessEurope, he worked at the College of Europe in Bruges (Belgium) as a legal researcher. Pedro is a fully qualified lawyer who worked at a law firm for three years in Lisbon. He holds a degree in law from Universidade Nova de Lisboa. He also holds two masters: bank law from Universidade de Lisboa; Master in European law from ULB Brussels. Pedro’s mother tongue is Portuguese and he speaks fluent English, Dutch, Spanish and French.
Marco Pierani is a public relations specialist in the fields of telecommunications, internet, and intellectual property. He currently manages public affairs and media relations for the largest group of consumer organisations in Europe, Euroconsumers. After working as a lawyer on internet law, e-commerce, and telecommunications, he served as Head of Public Affairs for Altroconsumo, a Milan based consumer organisation, where he managed both the external and institutional relations office. In 2011, he became a board member of the organisation. Marco holds an LL.M. degree in European Business Law with a focus in Transnational Law.
Luc Hendrickx has been the Director of Enterprise Policy and External Relations at SME United since 2000. He is responsible for SME policy, better regulation, legal affairs, internal market issues, ICT-related files, accounting, retail, tourism, trade and corporate social responsibility. Previously, he was member of cabinet of the Flemish Minister of Environment and Employment. Between 1992 and 1998 he was a professor at the Flemish Economic High School (VLEKHO) in Brussels. He started his career in 1986 as salesman in his sister’s do-it-yourself shop before joining UNIZO, Belgian SME organisation, as Legal Counsellor in 1989. Mr Hendrickx has a law degree from the Catholic University of Leuven, a diploma from the Institut Européen des Hautes Etudes Internationales of Nice and a master in European studies from the Universitat Autònoma de Barcelona.
Marco Conti is the director of the Institute of Informatics and Telematics (IIT) of the Italian National Research Council (CNR) and chair of .it registry. He was scientific counselor of CNR for the ICT area and director of the CNR department of “Engineering, ICT and Technologies for Energy and Transport”, the largest CNR department with more than 900 researchers. He published more than 400 scientific articles, and five books, on computer networks, new generation Internet, social networks and pervasive systems. In November 2017, he was included in the "2017 Highly Cited Researchers" list compiled by Web of Science, which includes the most cited researchers in Computer Science.
Delia is an attorney-at-law, member of the Bucharest Bar and a Romanian and European Trade mark and Design Attorney, with strong expertise in practice areas such as Intellectual Property & IT, Data Protection & Privacy for more than 14 years. Until mid-2020, she was the chair of the ECTA’s Internet committee and a member of the IPC (Intellectual Property Constituency) for ICANN’s Generic Names Supporting Organization, representing ECTA. She serves as an UDPR panelist with the Czech Arbitration Court.
Additionally, since 2015, Delia is a lecturer in International and European Intellectual Property Law to master students from Collège Juridique Franco-Roumain d’Etudes Européennes an institute affiliated to Paris I Pantheon Sorbonne, France.
Delia’s professional affiliations include, among others, the European Communities Trade Mark Association (ECTA) where she is a member of ECTA’s Council as a representative for Romania.
Delia speaks at numerous events and publishes articles on Intellectual Property Law, Internet, Data Protection & Privacy.
Marie-Emmanuelle Haas is a French Attorney at the Paris Bar, with a proven track record and practice in Intellectual Property Law and Internet matters. Until mid-2016, she was the chair of the ECTA’s Internet committee. She was also a member of the IPC (Intellectual Property Constituency) for ICANN’s Generic Names Supporting Organization, representing the ECTA. She serves as a panelist for domain name disputes at WIPO Arbitration and Mediation Centre, the Czech Arbitration Court, the Asian Domain Name Dispute Resolution Centre and the National Arbitration Forum. Additionally, since 2004, she has been a lecturer at the University of Paris I (Panthéon Sorbonne), teaching Internet litigation. Marie-Emmanuelle has numerous publications in her name and frequently speaks at conferences about Intellectual Property Law and the Internet.
Piet Spiessens has 30 years of telecommunications experience and is currently working as VP Innovation & Business Development for Telenet, a Belgian telecom operator. He holds a PhD in Computer Science from the University of Brussels where he's also a Fellow of the Faculty of Engineering. Mr Spiessens is a member and former Chairman of the Board of DNS Belgium, one of the founding members of EURid. He's also Vice-Chairman of ISPA Belgium and an Advisory Board Member of FITCE.
Mr Maršálek is an independent IT consultant and member of the CZ.NIC collegium, a body associated with CZ.NIC, the registry for the .cz top-level domain. Previously he was a chairman of CZ.NIC and the Managing Director of the Czech Neutral Internet eXchange node (NIX.CZ). After graduating from the Czech Technical University in Prague with a masters degree in radio electronic science, he began his professional career at AT&T. Mr Marsalek is a cofounder of GTS, the biggest alternative telecommunications operator in the Czech Republic. He also helped establish the IP network in Central and Eastern Europe on behalf of British Telecom.
Marko Bonac received a Bachelor of Science degree in mathematics (1981) and a masters in computer science (1988) from the University of Ljubljana. Between 1981 and 1992 he worked as a researcher and project leader in the field of computer networks. Since 1992 he has been the Director of Arnes, the Academic and Research Network of Slovenia, which is also the registry for the Slovenian top-level domain, .si.
Jakub Christoph is the CEPIS and ITPE Secretary General since September 2021. He coordinates the work of both organisations to promote IT professionalism by fostering professional standards and experience sharing among IT professionals; community.
He previously held the position of Regional Development Manager for Europe and MENA in ICDL Foundation. His role involved coordinating activities of ECDL/ ICDL Operators, advocacy for digital literacy and its certification in Europe and MENA region.
He is a passionate advocate of user digital skills and professional competence development. He’s a member of ET2020 Working Group DELTA, which is European Commission platform to discuss digital competence in education.
His professional interests include tackling digital social and gender gap as well as modern means of communication.
Luca Cassetti is the Director of EU Public Affairs of Ecommerce Europe, the European digital commerce association. With the support of the public affairs team, he is responsible for monitoring EU legislation and regulatory matters affecting the e-commerce sector, he advises the association with respect to policy challenges and acts accordingly at EU level, in close cooperation with the members of the association and the Secretary General. Luca’s role is developing and executing public affairs strategies in order to achieve the goals of the association in public policy as they relate to the EU. Luca speaks Italian, French and English fluently.
Franck Thomas is a telecoms engineer turned Brussels political adviser, specializing in digital advertising, social media, telecoms, and cybersecurity. With hands-on experience at the European Commission in humanitarian aid and civil protection, Franck brings a unique blend of technical expertise and policy insight. At IAB Europe, he engages with the EU digital agenda, shaping digital advertising policy and regulation to meet evolving industry needs.
Management Team
EURid’s Management team consists of eight Managers who are governed by EURid’s Board and who lead EURid`s Technical, Legal, Finance, Innovation, Security, Human Reserach and Business Operation teams.

Before Peter Janssen joined EURid as technical manager, he was technical director for the Belgian registry .be. He was responsible for that domain’s liberalisation in December 2000. He has a masters degree in computer science from the University of Leuven.
Before joining EURid in April 2015, Juan Carlos Munguia Coca worked as a Finance and Accounting Manager in a number of SMEs and large companies such as Serco Belgium and Carpenter Technology. He has a bachelor degree in Accounting.
Hans Seeuws took on the role of External Relations Manager in 2022, having previously consulted EURid for 5 years. He has been active in the TLD industry since 2008, working with both ccTLD and gTLD operators. He has a background in business operations, public institutions and communications. Hans Seeuws holds an Executive MBA from ESCP Paris and a Bachelor in Communication Management.
Geo Van Langenhove joined EURid as Legal Manager in January 2011. Previously he worked for companies in various technology fields, such as Nuance Communications, EuroFiber and IMEC, where his practice focused on intellectual property, contracts and litigation. He graduated from the Universities of Brussels and Leuven, College of Law. He also holds an advanced masters degree in intellectual property rights from the University of Brussels.
Els Verstappen held a variety of HR roles at Scarlet, a telecommunications company, before joining EURid. Most recently, as HR Business Advisor, she was responsible for HR support for line management, selection and recruitment, among other things. Before working at Scarlet she was employed at KPN Belgium and at a European non-governmental organisation.
Before assuming the role of Security Manager, Dirk Jumpertz joined EURid to oversee operations and systems management. Previously, he worked in IT management and system consulting at several organisations, including Scarlet and Atos. He is a graduate of the University of West Flanders with a Masters in Industrial Engineering.
Jordi Iparraguirre previously worked as the General Manager of the nonprofit organisation that manages the .cat domain (2006-2013). Prior to this, he held various technical and executive roles at Hewlett Packard. He has a master’s degree in Computer Science from Universitat Autònoma de Barcelona and an MBA from ESADE Business School.
Before joining EURid as the technical manager, Nathan Meurrens was the Manager of Digital Architecture for NTT-DATA in Belgium. Nathan has conducted digital transformations in private, public, and nongovernmental organisations. In addition, he founded and was the CTO of a Senegalese software development and services start-up. He has also been an executive director of a not-for-profit web and internet service provider in Belgium.
Registrar Advisory Board
The Registrar Advisory Board advises EURid on business-related issues and on matters relating to the EURid registrar community. The Advisory Board is comprised of representatives from nine EURid accredited registrars from nine different countries, and meets twice a year.
Youth Committee
The Youth Committee is comprised of qualified and highly skilled representatives of the younger generation who have already gained some knowledge of Internet governance frameworks. Megan Richards is the Senior Advisor to the Youth Committee and the members are João Martins, Nadia Tjahja, Stefanie Efstathiou, Charalampos Kyritsis and Paulo Glowacki.
